For an ordinary Cabo Verde passport, the current Russian MFA table gives a visa-free route for up to 60 days. A genuine covered visit therefore begins with confirmation of the agreement, not with buying a tourist voucher.
What the exemption changes
No regular visa means no visa invitation and no consular visa form for that covered trip. The traveller still needs a suitable passport and must meet border, transit, insurance and accommodation requirements.
Cabo Verde citizen resident in Portugal
A Portuguese residence card does not change the Cabo Verde passport into a Portuguese one. Use the visa-free rule belonging to the passport carried. A dual citizen travelling on a Portuguese passport would instead calculate Portugal’s current e‑visa route.
Purpose and duration
Do not use the 60-day visitor allowance for employment, study or residence. If the stay exceeds the current limit or the activity needs another status, the Russian host should identify the regular category.
The separate ruID check
The visa exemption and Russia’s experimental advance declaration are separate questions. Official Gosuslugi guidance currently asks many visa-free entrants to check ruID before travel, normally 72 hours before entry, with different emergency timing and stated exceptions. Verify the live scope for this passport and itinerary; completing ruID does not extend the 60-day allowance or authorise a different purpose.
After arrival
Arrival registration can still apply. A hotel commonly handles it; a private receiving party may need to. Keep the travel and accommodation record accessible.
