Russia visa for UAE citizens and UAE residents

UAE ordinary-passport citizens are covered by the Russia-UAE mutual visa exemption for qualifying visits. Expatriate UAE residents must check the citizenship in their own passport.

Documents to prepare for United Arab Emirates

This is the central official baseline for the route shown here. The responsible post depends mainly on filing location and lawful residence, not passport nationality alone.

Check the local list before paying and again before the appointment: photograph, insurance, filing method, fee and originals can vary. An invitation is not a visa or a decision guarantee.

UAE citizens and UAE residents can stand in the same Dubai departure queue and need different Russian documents. Citizens currently benefit from a mutual visa exemption. Expatriate residents follow the citizenship in the passport they carry.

UAE citizens: current visa-free route

The official UAE Embassy in Moscow states that the mutual visa exemption entered into force on 17 February 2019. UAE nationals holding qualifying passports with at least six months’ validity can currently enter, transit and stay in Russia without a visa when they do not intend to work, study or reside.

The stated limit is up to 90 days within a 180-day period. Travel must use international passenger checkpoints under the applicable laws.

For a qualifying short holiday or ordinary business visit, that generally means:

  • no Russian visa;
  • no unified e‑visa;
  • no tourist invitation.

Carry evidence appropriate to the trip and recheck the current agreement before departure.

The 90/180 calculation

The official explanation states total stay must not exceed 90 days within a 180-day period. Do not read “90 days” as a fresh allowance every time you re-enter.

Track all Russian stays in the relevant rolling period. If planning repeated or long visits, obtain official confirmation of the calculation before travel.

Purposes outside the exemption

The agreement does not cover intending to:

  • work;
  • study;
  • reside.

Those purposes need the proper Russian visa and authorisation. A 10-day employment assignment does not become visa-free tourism because it is short.

UAE residents: use passport citizenship

A UAE residence card is not a UAE passport.

Examples:

  • Indian passport + UAE residence: India is on the current Russian e‑visa list; a qualifying short single-entry trip can use e‑visa.
  • British passport + UAE residence: UK is not on the list; a regular visa is normally needed.
  • US passport + UAE residence: US is not on the list; regular visa route.
  • French passport + UAE residence: France is on the e‑visa list for a qualifying trip.
  • Pakistani passport + UAE residence: Pakistan is not on the current e‑visa list; regular visa or another official route requires review.

Residence affects where a regular visa application can be accepted and which proof of lawful residence is required. It does not transfer UAE visa-free citizenship rights.

Applying for a regular visa from the UAE

If the passport or purpose needs a regular visa, check the Russian Embassy in Abu Dhabi, Consulate General in Dubai and authorised application arrangements for current jurisdiction and procedure.

Confirm:

  • whether the UAE residence permit must cover a minimum period;
  • which office serves the emirate;
  • appointment or centre booking;
  • tourist or business invitation format;
  • insurance;
  • fees and passport return.

E‑visa from the UAE

Eligible expatriate residents apply based on their eligible passport through the official MFA portal. No invitation or hotel confirmation is required for the e‑visa route.

They still need:

  • one entry;
  • stay up to 30 days;
  • permitted purpose;
  • approved checkpoints;
  • passport valid at least six months from application;
  • medical insurance, absent official exemption;
  • separate application for each child.

Passport validity

The UAE-Russia visa-free agreement information states at least six months’ passport validity for covered UAE citizens. E‑visa instructions also use a six-month-from-application rule for that separate route.

Do not merge the calculation: apply the condition belonging to the traveller’s route and current official source.

The separate ruID check

UAE citizens using the visa-free route should also check the current ruID experiment. Official Gosuslugi guidance asks many visa-free entrants to verify whether an advance declaration applies, normally 72 hours before entry, with separate emergency timing and exceptions. This is an additional pre-entry check; it does not replace the 90/180 calculation or change the permitted purpose.

After arrival

Visa-free and e‑visa status do not automatically remove migration-registration duties at the place of stay. Hotels commonly handle arrival notification; private accommodation needs receiving-party attention.

The three-line answer

UAE citizen, short tourism/business, within 90/180: current visa-free route; no invitation.

UAE resident with another passport: route by passport citizenship—possibly e‑visa or regular visa.

Work, study or residence: category-specific visa regardless of a short intended stay.

This is exactly why the route checker begins with passport citizenship instead of selling an invitation to everyone with a Dubai address. Long or repeated stays still need a human history check against the agreement.

Questions people ask before they commit

Do UAE citizens need a visa for a Russian holiday?

Under the current mutual exemption, UAE citizens with qualifying passports can visit without a visa for up to 90 days in a 180-day period when they do not intend to work, study or reside. Recheck before travel.

Does a UAE residence visa give an Indian citizen visa-free entry to Russia?

No. Core Russian entry status follows citizenship and passport. An Indian passport may qualify for the unified e-visa; a UK or US passport currently follows a regular visa route.

Can a UAE citizen work in Russia visa-free?

No under the tourist-style exemption. The agreement excludes persons intending to work, study or reside; those purposes need the correct visa and permissions.
