A Moroccan tourist can have a confirmed apartment, a return ticket and a carefully folded itinerary—and still need the specific support used in a regular Russian visa application. Morocco is not currently on the unified e‑visa list. The official country table states exemptions for diplomatic and service passports, not an ordinary passport holiday.
The regular tourist path
The likely order is:
- Choose the Russian mission or application centre that can receive the file.
- Read its current tourist-visa instructions.
- Obtain the accepted tourist confirmation and voucher or other stated support.
- Complete the official form with the host data from that document.
- Add photograph, passport, insurance, fee and locally required evidence.
The invitation opens the application; it does not approve it.
Morocco, France or another residence country
Many Moroccan citizens live lawfully in France, Belgium, Spain, Italy, the Gulf or Canada. Residence may allow a regular application there, but the post can require evidence that the applicant is more than a visitor in its jurisdiction.
Confirm:
- whether resident non-citizens are accepted;
- minimum remaining residence validity;
- appointment and biometric or personal-attendance rules;
- accepted invitation format;
- passport return method.
A Moroccan citizen does not become e‑visa eligible through a French residence permit. A dual national travelling on a French passport is a different case and must keep the same passport throughout the relevant application and journey.
Apartment, riad logic and Russian accommodation
Travellers often ask for an invitation before choosing every hotel. The invitation and hotel booking are not the same document. A lawful issuer may be able to support a real multi-city or independent itinerary, but the application must still contain truthful accommodation and contact details where requested.
Do not invent a hotel simply because a form contains a line for one. If plans are not final, understand what can be updated and what requires reissue.
A route example
Casablanca–Istanbul–Moscow–St Petersburg–Casablanca is one Russian entry if the traveller remains inside Russia between Moscow and St Petersburg. Casablanca–Moscow–Tbilisi–Moscow–Casablanca is two Russian entries. That single change can alter both the invitation and visa request.
Count borders, not flight segments.
Other purposes
- Meetings can point to a business invitation.
- Visiting a close friend may be possible through tourist or private routes depending on the real plan and local guidance.
- Paid work needs the employment route.
- Study begins with the institution.
The shortest form is not necessarily the correct form.
The ordinary-passport conclusion
For a Moroccan holiday, plan for a regular visa and confirm the exact tourist-support format with the post that will receive the application. If resident abroad, solve the jurisdiction question first. Keep the passport, invitation, form and itinerary speaking the same calm language: exact names, exact dates, actual journey.
